In 2003, the Florida Association of Court Clerks was given the task of establishing a framework of the programs, services, activities and tasks as performed by the Clerk of Courts in the course of their duties. The Florida CCOC was established by SB 2962 as passed by the 2004 Florida Legislature with the creation of section 28.35, Florida Statutes, as amended by Chapter 2004 - 265, Laws of Florida. The most recent "Plan of Operations" or bylaws was adopted July 1, 2004. A copy of it can be found here...

The Florida CCOC was required by the Legislature in SB 1718 during the 2009 Legislative session to report on the status of the implementation of E-filing by the 67 Clerks of the Circuit Court.
